Talleon Haliar Tonan has a Master of Science degree in Criminology and Law from the University of Anuire. After completing his studies, he moved to Endier where he entered the Endieran Watch served loyally for a decade. He left the Endieran Watch as a watch commander for the southern area of the City of Endier.
Following his carreer in the Endieran Watch, Talleon worked for the Imperial Legion in the Imperial City, fought in a special scout unit from the Tuornen Army under command of Braedonnal Tuare and he has been a lieutenant in the secret police from Alamie, led by Lord Moergan Deseirain. After spending nearly 10 more years outside of Endier, Talleon returned to the Free city of Endier to pursue a carreer in the Guilder’s Dark Cloaks.
He was recruited personally by Guilder Kalien, who has been a good friend from even before Kalien entered Endier. Talleon was chosen to form a special counter spionage unit within the Dark Cloaks because Kalien did not trust some of the higher ranked officers in his organization. Talleon proved the suspicions from the Guilder to be correct when he unmasked nearly a dozen of spies from Avanil who had infiltrated several layers of the Endieran Watch, the Dark Cloaks and the Merchant Council.
Talleon had proven his worth to the Guilder and was quickly promoted to the rank of Captain Commander of the Dark Cloaks and received the freedom to do whatever he deems necessary to ensure the safety of Endier and it’s Baron, Guilder Kalien.

To some members of the council, some officers from within the Endieran Watch en from the Dark Cloaks, Talleon is seen as someone who betrays his own in order to gain trust from the Guilder. They are not convinced that the so called spies truly were working for other governments. They believe that there is a fair chance that Talleon had set them up for his personal benefits. Unfortunately there are no survivors amongst these spies since Guilder Kalien in a burst of disbelieve and anger, had ordered them to be hanged.

Captain Commander Tonan is both respected and feared by his subordinates and colleagues. He is known for his ruthlessness to those who harm Endier.
For example, Talleon would not hesitate to torture or kill any criminal if it would help in the greater good. Kill one to save many is justified in his book.

The Guilder’s Militia

The members of the Guilder’s Militia are the direct agents of the Baron of Endier. As such, the Guilder’s Militia stands above the Endier Watch. Its members have the authority to take control of any investigation and to command the service of any guardsman. Typically the Militia leaves the daily routine of law enforcement in the hands of the Endier Watch. The Militia is concerned with forces that threaten the entire city, or even the Realm itself. Foreign spies, mad necromancers, ancient fiends- these are the foes of the Guilder’s Militia.
Of course, many of these threats may be beyond the capabilities of the local agents. The Militia keeps a close eye on unusual and talented individuals, and it is quite possible that a party of adventurers might be called upon to assist the Militia with a dangerous mission. Unlike the Endier Watch, the Militia does not ask for help: it demands it. The knights of the Militia are the representatives of the Baron of Endier, Guilder Kalien, and any Endier citizen who refuses to help the Militia is committing an act of treason.
The Militia is not required to provide any sort of compensation for the services it demands, but an adventurer who wins the respect of the Militia and becomes a valued ally can certainly benefit from the relationship.

The commander of the Militia is Head-Marshal Banarak Tithon, Tithon’s wife and children were killed by an assault from the Spiderfell a few years ago. Banarak has a good heart, but he is increasingly distant and distracted, and leaves more and more of the daily work in the hands of his subordinates.

Some of the members of the Militia in Endier are part of the Guilder’s Dark Cloaks, the intelligence division of the Militia. While Tithon oversees all Militia operations in Endier, the Dark Cloaks are under the direct command of Captain Commander Talleon Haliar Tonan. Talleon is devoted to the preservation of Endier and to the Guilder, but he is utterly ruthless, and authorizes torture, theft, and assassination if a mission requires it. He has build up a network of contacts throughout Anuire and has engaged in “friendly deals” with nearly all the major guilds in the region. Talleon doesn’t care much about petty theft and lower crimes: he wants to expose and eliminate foreign spies, saboteurs, or other threats to the realm. He is also interested in increasing his own personal authority: the more power he has, the more effectively eh can do his job. If Talleon ever gets a chance to take command from Knight-Marshal Banarak, he will seize it. Until then, he continues to form strategic alliances with guilds and power groups throughout the realm.
